Miles that Matter: Connecting Veterans to Care Fourteen Years of Dedicated Service

Westminster, MD, Friday, October 16, 2026 - The Mad Dog Veteran Shuttle Transportation Program provides free transportation to Carroll County Veterans, helping to ensure transportation is not a barrier to accessing essential medical care. Established by the Board of County Commissioners in 2012, the Veteran Shuttle began operating and was formally dedicated to Mike Mad Dog, Sater in 2016. Sater was a decorated Army Veteran who advocated for fellow Veterans. He worked for Veterans’ services in Maryland, including Disabled American Veterans and Veterans of Foreign Wars, and served on the Joint Veterans Committee of Maryland.

100% funded by the Carroll County Board of Commissioners, the program provides Veterans with dependable transportation to VA medical appointments at no cost. Today, the shuttle transports Veterans to VA medical facilities in Baltimore at Greene Street & Loch Raven, Fort Detrick in Frederick County, and Martinsburg, West Virginia. Eligible caregivers may also ride free of charge.

The program operates Monday through Friday, excluding holidays, with convenient boarding locations in Hampstead, Westminster, and Sykesville. Home pick-up service may also be approved for eligible Veterans, providing an additional option for those who have difficulty accessing a designated shuttle location.

On average, the Shuttle Program serves approximately 23 Veterans each month and provides more than 430 transports annually, helping Veterans stay connected to the medical care they need.

The Mad Dog Veterans Shuttle Transportation Program is made possible through a partnership between the Carroll County Board of County Commissioners, the Department of Citizen Services, and Carroll Transit System, operated by Ride With Us. The County’s continued investment in the program reflects its commitment to supporting local Veterans by ensuring them access to healthcare services earned through their service.

For more information or to register for the program, contact the Carroll County Division of Aging & Disabilities at 410-386-3800 or visit the Veteran Services webpage on the County’s website.
